2024-10: Honoring Tim Rowan

A RESOLUTION OF THE DEMOCRATIC PARTY OF OREGON  

RESOLUTION NO.  2024-10

HONORING THE LIFE AND LEGACY OF TIM ROWAN

WHEREAS, Timothy “Tim” Norman Powers Rowan, a dedicated public servant and a lifelong grassroots activist, passed away on August 8, 2024, leaving behind a legacy of kindness, activism, and commitment to justice; and

WHEREAS, Tim was born in Honolulu, Hawai’i, raised in Bremerton, Washington, and spent his adult life in Portland, Oregon, where he became an integral part of the local community through his work, activism, and friendships; and

WHEREAS, Tim began his Democratic leadership career as Chair of the Kitsap County (WA) Young Democrats in 1966; and

WHEREAS,  Tim graduated from Reed College with a degree in Political Science and remained engaged in political issues throughout his life, including chairing the National Vietnam Moratorium Committee and later serving in various roles within the Multnomah County Democratic Party; and

WHEREAS, Tim’s career spanned over 30 years in public service, primarily at the Multnomah County Health Department, where he rose to the position of Information Security Officer and was instrumental in designing and implementing HIPAA systems still in use today; and

WHEREAS, upon his retirement, Tim continued to contribute to the political landscape, serving as a delegate to the 2016 Democratic National Convention and chairing the Platform and Resolutions Committee and the Congressional District 3 Committee for the Democratic Party of Oregon; and

WHEREAS, Tim epitomized the best of what it is to be a Democrat; his kindness and integrity were both his reality and his working motto as he endeavored to ensure all were included and welcome in the work of the Party; and

WHEREAS, Tim was a devoted husband to his wife Patti MacRae, with whom he shared 45 years of marriage, and a loving father to his daughters Sara and Amelia, and grandfather to his three granddaughters;

NOW, THEREFORE, THE DEMOCRATIC PARTY OF OREGON RESOLVES AS FOLLOWS:

Section 1. We honor Tim Rowan for his lifetime of service, his unwavering devotion to justice, his everlasting commitment to welcome and include all in the greater Democratic Party, his love of family and friends, and his lasting contributions to his community and country.

Section 2. We express our deepest condolences to his family, friends, and all who were touched by his kindness, wisdom, and dedication. May his memory be a blessing and continue to inspire future generations.
