Resolution 2022-04: Condemning the Invasion of Ukraine by Russia

WHEREAS, 92% of Ukrainian people voted for independence from the Soviet Union in the 1991 referendum on the Act of Declaration of Independence and have consistently advocated for a democratic form of government since, and,

WHEREAS, the government of the Russian Federation under President Vladimir Putin has consistently committed human rights violations at home and abroad as well as restricted the freedoms and rights of the Russian people, and,

WHEREAS, the Russian Federation launched an illegal invasion against Ukraine on February 24th, 2022, violating its territorial sovereignty and integrity, and,

WHEREAS, the United Nations General Assembly has voted 144-5 to condemn the actions of the Russian Federation on its illegal invasion of Ukraine, and,

WHEREAS, the military operations of the Russian Federation inside the sovereign territory of Ukraine are on a scale that the international community has not seen in Europe in decades and that urgent action is needed to save this generation from the scourge of war, and,

WHEREAS, it is the foundational belief of the United States that the inalienable rights of life, liberty, and the pursuit of happiness, are afforded to all the people of this planet,


Section 1: We condemn in the strongest possible terms the actions of the Russian Federation on its illegal invasion of Ukraine.

Section 2: We believe the heinous acts of the government of the Russian Federation do not reflect the will and beliefs of the Russian people.

Section 3: We support the unified actions of the Biden administration and our European allies to impose sanctions and restrictions on the Russian Federation and provide support to the Ukrainian people.

Section 4: We demand that the Russian Federation immediately, completely and unconditionally cease its use of force against Ukraine and withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders

Section 5: We will forward this resolution to all members of the Oregon Congressional Delegation, to Vice President Harris and President Biden, and to the US Secretary of State.
