AN EMERGENCY RESOLUTION OF THE DEMOCRATIC PARTY OF OREGON
Regarding Oregon’s Delegate Selection Process for the Democratic National Convention
WHEREAS, On March 8, 2020, Governor Kate Brown declared a State of Emergency regarding the COVID-19 Virus in the State of Oregon, and further issued a Stay at Home Order on March 23, 2020, and
WHEREAS, The Democratic Party of Oregon’s Delegate Selection Plan currently requires the selection of Delegates to be held at large in-person Conventions in each Congressional District, and such meetings are currently not allowed under the Governor’s Executive Order 20-12, and
WHEREAS, Oregon Democrats recognize the critical importance of protecting public health during this worldwide pandemic, and
WHEREAS, Oregonians have repeatedly led the nation on voting innovation, including holding vote-by-mail elections for over two decades, and
WHEREAS, the DNC had approved an auditable online balloting option in the original Oregon Delegate Selection Plan to facilitate increased participation, and
WHEREAS, the election of Oregon’s convention delegates must be completed and sent to the Democratic National Committee by June 20, 2020, and
WHEREAS, in order to implement a fair and equitable delegate selection process, the Democratic Party of Oregon needs to begin educating the public on how Oregon’s Delegates will be elected, and
WHEREAS, changes to the Delegate Selection Process have been designed to optimize participation and expand accessibility, and
WHEREAS, these changes have the support of the campaigns of former Vice President Joe Biden and Senator Bernie Sanders;
NOW, THEREFORE, THE DEMOCRATIC PARTY OF OREGON RESOLVES AS FOLLOWS:
Section 1. To adopt Section 11 and Appendix 1 as additions to Oregon’s Delegate Selection Plan as an alternative way to elect Oregon’s Delegates to the Democratic National Convention.
