Resolution 2007-030: Support of Healthy Kids legislation

A RESOLUTION OF THE DEMOCRATIC PARTY OF OREGON

WHEREAS, the Platform of the Democratic Party of Oregon speaks to Shelter, Food, Health Care and a Living Wage – Securing the basic necessities of life and

WHEREAS, the Governor and the Oregon Legislature has proposed the Oregon Healthy Kids Program Fund and

WHEREAS, this program would dedicate revenues from tobacco taxes imposed to providing health care to children, low-income adults and other medically underserved Oregonians and to tobacco use prevention and education and

WHEREAS, it creates an Oregon Healthy Kids Program, which includes private health option to provide health care coverage to 116,000 uninsured children and

WHEREAS, it imposes on the Department of Human Services and Office of Private Health Partnerships to carry out the program and

WHEREAS, it creates a grant program in the Office of Private Health Partnerships to fund outreach, enrollment and retention activities related to Oregon Healthy Kids Program and

WHEREAS, it establishes Oregon Healthy Kids Program Fund through a constitutional amendment, continuously appropriates moneys in fund to Department of Human Services for the purposes of the Oregon Healthy Kids Program and establishes the Healthy Kids Safety Net Fund.

WHEREAS, as a matter of principle, the Democratic Party of Oregon opposes narrowly focused amendments to the Oregon Constitution, an exception is justified in this case because (1) the legislature during the 2007 session favored by substantial majorities—falling a single vote short of the “super-majority” needed for passage—legislation that would have implemented the Oregon Healthy Kids Program as a statute; (2) children without health care is a societal problem of the greatest urgency; and (3) with due consideration, the Oregon Healthy Kids Program will contribute to implementation of The Healthy Oregon Act (former SB 329), which was passed by the legislature and signed into law during the 2007 legislative session.

NOW, THEREFORE, THE DEMOCRATIC PARTY OF OREGON RESOLVES AS FOLLOWS:

Section 1. The Democratic Party of Oregon urges passage of this measure in the November 2007 election

Section 2. The Democratic Party of Oregon urges all Democrats to actively support and work for the passage of this measure.
