Republican Senators Vote Against Tax Cut for Small Businesses

Salem, OR – Today, 12 Oregon Senate Republicans voted to strip the small business Jobs Tax Credit from Senate Bill 1507, turning their backs on Oregon’s local employers and the workers they support.

The original bill included a $25 million tax credit to help small businesses create good-paying jobs here in Oregon. Instead of supporting job growth in local communities, Republicans pushed a sweeping amendment that eliminated the small business tax credit entirely while preserving federal tax loopholes that benefit large corporations.

“At a time when small businesses are struggling with rising costs and economic uncertainty, this vote sends a clear message: Republicans chose corporate tax breaks over local job creation,” said Candy Emmons, Executive Director of the Democratic Party of Oregon.

Senate Bill 1507 remains focused on lowering costs for working families, supporting job creation, and building a stronger, more stable economy for Oregon.

Background: Oregon’s tax system is tied to federal law, meaning that federal changes automatically affect state revenue. Because of this, Trump’s “One Big Beautiful Bill” blew a $900M hole in Oregon’s state budget by giving large corporations a tax giveaway on the backs of working families. SB 1507 selectively “disconnects” from several federal provisions enacted in H.R. 1.

Senate Bill 1507 updates Oregon’s tax policy in response to recent federal tax changes and makes targeted changes aimed at affordability, job creation, and budget stability. SB 1507 expands Oregon’s Earned Income Tax Credit (EITC), providing tax relief to more than 200,000 low- and moderate-income households. SB 1507 also creates a Jobs Tax Credit to cut taxes on businesses that create good-paying jobs in Oregon. SB 1507 maintains provisions such as no tax on tips and no tax on overtime.
