House Passes Jobs and Workforce Development Bill
House Democrats Continue Focus on Jobs and
Economic Development

SALEM- A bill to improve the effectiveness of Oregon’s workforce development programs passed the Oregon House today on a 57-0 vote as jobs and economic development issues continue to move forward during the February session. HB 4141 will lead to improved business recruitment and retention through a more measurable, coordinated, and accountable workforce training system.
“A year from now, I want to be able to say with confidence that businesses are continuing to grow in Oregon and coming to Oregon because of our quality of life and the quality of our workers,” said Rep. Michael Dembrow (D-Portland), speaking to the importance of a skilled workforce in making the state attractive to businesses. “To get to that point, we need a more accountable system of workforce development, and HB 4141 helps us get there.”
Businesses, labor organizations, community colleges, and community leaders will be involved in a coalition effort under HB 4141, to drive outcomes that will lead to more hiring and allow displaced workers to transition to new careers.
“In preparing for this February session, we did a lot of work on bills we knew could gain broad support, have a meaningful impact on jobs and economic growth, and pass in a short session,” said Rep. Nancy Nathanson (D-Eugene) a co-sponsor of the bill. “This bill meets all criteria, so I’m glad to see it join our other jobs bills in moving forward.”
HB 4141 joins HB 4150, the Credit Enhancement Fund expansion, in the Senate for consideration.
